The interethnic relations in the Republic of Azerbaijan at the present stage and the state policy implemented in the religious sphere are based on the standards of international law and rich historical roots. Holding a number of prestigious international events contributing to the inter-civilizational and interfaith dialogue in Azerbaijan known as one of the world centers of multiculturalism has become a tradition. Since 2008, humanitarian problems of concern to the international community have been discussed within the framework of the “Baku Process”, which makes provisions for the development of intercultural dialogue, a fruitful exchange of views has been held between well-known religious leaders, global public and political figures, official representatives of states, influential scholars and intellectuals. From this point of view, the summit of world religious leaders held in Baku in 2010 may be considered a contribution to the development of inter-civilizational dialogue, expansion of cooperation between various religious confessions, as well as the creation of an atmosphere of mutual confidence.

Holding the regular international summit in Baku within the framework of jubilee events on the occasion of the 70th anniversary of the birth of Sheikh ul-Islam Allahshukur Pashazade, a joint discussion of the complex religious-ethnic processes occurring in certain regions and modern challenges of the globalizing world with the participation of influential religious and public figures are among the pressing issues.

Guided by paragraph 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I hereby resolve:

1. An Organizing Committee in connection with holding the II Baku Summit of World Religious Leaders on November 14-15 to be created in the following composition:

2. The Organizing Committee set up by part 1 of this Order, to prepare and implement an action plan for holding the II Baku Summit of World Religious Leaders.

3. The Cabinet of Ministers of the Republic of Azerbaijan to resolve issues arising from this Order.
