The rich cultural-spiritual legacy and traditions of tolerance of Azerbaijan, which is situated at the juncture of civilizations, are among the internationally recognized realities. The national-cultural diversity and the environment of ethnic-religious tolerance has turned it into an unparalleled place of intercultural dialogue on the world scale as a multinational, multiconfessional land. Today the successfully pursued state policy targeted at the protection of that cultural, linguistic, ethnic diversity in the Republic of Azerbaijan necessiates the coverage of the great historical experience accumulated for centuries in the field of multiculturalism with special care, its enrichment, and intensification of the international advocacy of the unique achievements gained in this field in society.

Taking into account the necessity of a broader introduction of   Azerbaijan, where multiculturalism has turned into the lifestyle, to the world as an example of tolerance as well as the importance of the analysis and promotion of the philosophical, social, political and other aspects inherent to different multicultural models of different countries in the reality of Azerbaijan, and guided by Item 32 of Article 109 of the Constitution of the Republic of Azerbaijan, I order that

 

  1. Baku International Centre of Multiculturalism should be formed.
  2. The Regulations of Baku International Centre of Multiculturalism should be approved.
  3. The Cabinet of Ministers of the Republic of Azerbaijan should

3.1. develop its proposals on the adjustment of the acts of the President of the Republic of Azerbaijan to the present Decree within three months and submit them to the President of the Republic of Azerbaijan;

3.2. provide the adjustment of the legislative instruments of the Cabinet of Ministers of the Republic of Azerbaijan to the Decree within three months and inform the President of the Republic of Azerbaijan accordingly;

3.3. keep under control the adjustment of the legislative instruments of the bodies of the central executive power to this Decree and inform the President of the Republic of Azerbaijan on its fulfillment within three months;

3.4. approve the estimate of costs and personnel arrangements of Baku International Centre of Multiculturalism, the maximum size of the personnel, the monthly salaries of its Executive Director and staff members within two months and inform the President of the Republic of Azerbaijan about it;

3.5. develop the proposals about the construction of the building of Baku International Centre of Multiculturalism within two months and submit them to the President of the Republic of Azerbaijan;

3.6. solve the necessary financial and logistics issues related to the organization of the activities of Baku International Centre of Multiculturalism;

3.7. solve the other questions forthcoming from this Decree.

4.The Ministry of Justice should provide the state registration of Baku International Centre of Multiculturalism within a month.
